Sam Spiegel, Chief Operating Officer (COO)

Sam Spiegel retired as Chief of Police and Director of Emergency Services for the City of Folsom, California, in November 2010. He served in that capacity for over nine and a half years. During his tenure as Chief, he also served as the interim City Manager / Assistant City Manager for the better part of 2006. A fifty-year veteran in law enforcement with thirteen years of public service consulting, he is the Chief Operating Officer, Director of Consulting Services, and MAGNUSWorx™ Team Member for the National Command and Staff College.

Chief Spiegel founded Public Safety Partners, LLC in 2011 and is recognized as a highly successful leader, trainer, executive coach, and problem solver with visionary organizational and leadership development skills. His focus on wellness, cultural transformation, and risk management surrounds the mantra of the National Command and Staff College to Inspire, Educate, Impact, and Transcend.

Throughout his fifty-plus years of law enforcement and consulting tenure, he has worked many assignments. Chief Spiegel is a recognized subject matter expert and trainer for Executive and Team Development, Organization Development and Transformation, and Comprehensive Service Delivery / Staffing Studies.

His focus on Leadership development emphasizes the essential elements of building organizational capacity, well-being, and resiliency. He has been the lead instructor of the National Command and Staff College’s (NCSC’s) Course offering of Every Officer Is A Leader and an integral part of NCSC’s Executive Coaching Services, Leading NCSC’s Consulting Divisions. 

He holds a master’s degree in management, a bachelor’s degree in criminal justice, and a Lifetime California Teaching Credential. Chief Spiegel served as the Chair of the Folsom Lake College Administration of Justice Advisory Committee for over six years. He has instructed and assisted in developing many training programs, including employee and leadership development, organizational wellness and well-being, peer support, continuous improvement teams, critical incident management, future technologies, and Interest-based Negotiation.

Chief Spiegel held the position of Chairman of the Law and Legislative Committee for the California Police Chiefs Association for nine years and was also an ex-officio board member of the California Fire Chiefs Association for two years. As a subject matter expert on communications/9-1-1 legislative issues, he still advocates for public safety. He is a past president of the California Peace Officers Association and a former California Governor’s Homeland Security Public Safety Advisory Council member. Appointed under three California Attorneys General, Chief Spiegel also served twelve years on the California Law Enforcement Telecommunications System (CLETS), Advisory Committee, serving the last three years as the committee Chair. He has ten years of service to the Governor’s Office of Emergency Services and 9-1-1 Advisory Committee by gubernatorial appointments. He served six years as a member of the Commission on Peace Officer Standards and Training Advisory Committee.
