\"\"Bill Cooper is a retired Chief of Police, who also brings senior management experience from the private sector. Bill is a management expert who has consulted with and taught law enforcement on optimizing performance. The depth and breadth of Chief Cooper\u2019s background has been described as being in the top 5% of the most diverse and comprehensive qualifications relevant to management.\u00a0\u00a0<\/p>

Chief Cooper holds an MBA and a second Master\u2019s Degree in Public Administration, and is a graduate of the FBINA and Washington State Law Enforcement Executive Command College.\u00a0 He is a Lean Six Sigma Master Black Belt and teaches this powerful management system, saving the department considerable time and cost.\u00a0 Bill lectures extensively on management to exceed expectations in any economy.\u00a0 He is the founder and President of the Cooper Management Institute LLC.<\/span><\/p>

Bill is the author or co-author of ten books, various management and leadership papers and articles, and provides keynote addresses, training and consulting services.<\/span><\/p>
