Chief of Police Karen Comstock of the Chino Police Department, CA and the National Command and Staff College are pleased to bring this nationally recognized workshop to California. 

Course Overview

We are living in a world that is rapidly changing.  Leadership must also adapt to this new dynamic by practicing deliberate leadership to realize results (Leadership Capacity, Resiliency & Well-Being) with confidence.  Turbocharging leadership at a personal and professional level produces a culture of accountability and star performance with resiliency and well-being which are of high .. even critical interest to agencies.  The workshop introduces Dr. Mitch Javidi’s “MAGNUS-OVÉA”,  as a general theory of human behavior and leadership for delivering results with confidence.  This cutting-edge approach to turbocharging leadership capacity focuses on teaching officers tactical positive intelligence and psychological triggers to activate deeper self-awareness, self-control, and resilience techniques for enhanced officer performance, effectiveness, and well-being.  The workshop utilizes motivational presentations, personal and special operations experiences with dynamic group discussions and real-world situations for enhanced learning and applications.  It will also instruct on the utilization of key Imperatives to ignite and accelerate transformational leadership mindfulness while building a culture of accountability with explicit practices for the improvement of an Officer’s wellness and well-being.  

Learning Objectives:

Upon completing the course, each participant will:

  • Have a scientific and practical understanding of agency culture and volatile, uncertain, complex and ambiguous environments.
  • Understand the importance of MAGNUS OVEA and Reversal Theories for enhanced Leadership, resiliency and well-being.
  • Develop comprehensive positive emotional intelligence and cognitive learning tools to enhance leadership and well-being resiliency.

Course Materials:

Participants will receive the following:

  • Two (2) textbooks: Deliberate Leadership & Moral Compass for Law Enforcement.
  • Three (3) Self-Assessments.
  • Study guide in workbook format during class.
  • National Certificate of Completion from the National Command & Staff College.

Cancellation Policy:  We may cancel or postpone any course or activity because of insufficient enrollment or other unforeseen circumstances.  If a program is canceled or postponed, we will refund registration fees but cannot be held responsible for any other related costs, charges or expenses, including but not limited to cancellation/change charges assessed by hotels, airlines or travel agencies.  Requests for cancellation and/or substitution should be directed to the workshop organizer.  A $50 cancellation fee will be applied to all refunds.  Requests for substitutions for another class or of another attendee for the same class will be accommodated whenever possible.  Additional fees will not be charged for reasonable substitutions.  Refunds will not be issued for ‘no shows”.  All registration fees must be paid prior to the start of the class.

Chief Mark A. Garcia

Mark A. Garcia served in law enforcement for 31 years.  Chief Garcia served as the Chief of Police for the City of Redlands for 6 ½ years, retiring in 2018.  Prior to becoming the Redlands Chief of Police, he served San Bernardino Police Department for 24 years ascending to the rank of Assistant Chief of Police.   Chief Garcia’s experience includes being Narcotics Bureau Commander, Tactical Commander, District Commander, Investigations Commander, Personnel and Training Commander, overseeing Internal Affairs and serving as the department’s Public Information Officer.  Chief Garcia has received numerous awards including the Medal of Valor, Officer of the Year and Citizen of the Year.  Some of the highlights of Chief Garcia’s career include being the point car in President Reagan’s motorcade, being responsible for external security for President George W. Bush’s visit to San Bernardino, leading Redlands through the December 02 terrorist incident and developing future leaders.

Chief Garcia’s passion for character-based leadership development led to starting Blue Virtue Leadership and he has taught hundreds of officers how to develop their leadership capacity, how to build character, how to enhance organizational culture, how to build a Virtue Based Policing structure, how to create organizational ethics programs, Service Oriented Leadership and Strategic and Tactical Decision Making. He has made numerous presentations on leadership, ethics and culture, including the Law Enforcement Leadership Symposium, California Police Chiefs Executive Leadership Institute at the Drucker School of Management, California College and University Chiefs of Police Conference, Faith and Justice Summit, University of Redlands and Cal State San Bernardino. 

Chief Garcia holds a Bachelor’s Degree in Management and a Master’s of Science in Management.  He considers himself to be a lifelong learner having completed many certificate programs including the prestigious Leadership Decision Making Program, Harvard University, John F. Kennedy School of Government, Executive Education; Josephson’s Institute of Ethics Train the Trainer Program, Master Instructor Development Program and is a certified leadership development trainer for the John Maxwell Team. He serves on the California Police Chief’s Association Training Committee, and serves on the Police Public Safety, Image and Ethics Committee for the International Association of Chiefs of Police.
